Governor Kehoe outlines fiscal priorities focusing on public safety

Governor Mike Kehoe addressed the Missouri General Assembly in his first State of the State Address, outlining priorities for Fiscal Year 2026. He emphasized collaboration with legislators, reflecting on lessons from his mentor, Dave Sinclair.

"I said earlier that I will never forget my roots. Well, I’ve sat where you sit. I understand the pressures you face. And I want to work with you—not against you—because I believe we can only secure Missouri’s future if we work together," Governor Kehoe stated.

Public safety was a key focus of the address. Governor Kehoe highlighted actions taken on Inauguration Day through six executive orders forming the Safer Missouri initiative. His budget proposes increased funding for law enforcement training and equipment through programs like the Blue Shield Program and Missouri Blue Scholarship Program.

Governor Kehoe called for legislative support for a comprehensive crime bill addressing penalties for violent rioting and reckless driving. To tackle fentanyl use, he proposed $4 million for testing in school wastewater systems and urged tougher penalties for trafficking.

Economic development plans include reducing taxes and regulations to attract businesses to Missouri. The governor announced efforts to eliminate individual income tax and reallocated funds for rural infrastructure improvements.

Child care was another priority, with initiatives aimed at simplifying regulations and increasing availability through partnerships supported by $10 million in grants. Payments to child care providers will be made more timely starting in fiscal year 2026.

Education initiatives included expanding career counseling and technical education funding by $15 million, alongside a $200 million increase in Foundation Formula funding—the largest since its inception—and additional support for teacher salaries and small rural schools.

Agriculture investments featured prominently, with permanent funding for Missouri FFA and significant bonding allocated for livestock facilities at the state fairgrounds.

In government improvements, Governor Kehoe announced pay plan increases for state employees based on service time. He also mentioned forthcoming actions on DEI programs within state government.

Special guests were recognized during the speech: Lizzy Schott from Safer Missouri Initiative Group, Alena Malone, Adeline Thessen, and USS Missouri crew members.

The governor reiterated support for alternatives to abortion services with increased funding to Pregnancy Resource Centers. He closed by honoring veterans: "Our work in this building is only possible because of those who came before us: the sacrifices of our brave service men and women."
