Governor Mike Kehoe has announced his intention to sign House Bill 1 from the One Hundred Third General Assembly's Second Extraordinary Session on Sunday, September 28, 2025.
“After a thorough bill review process with our team, I am prepared to officially sign the Missouri First Map into law,” Governor Kehoe stated. “Missouri’s conservative, common-sense values should be truly represented at all levels of government, and the Missouri First Map delivers just that. We appreciate the work of legislators in the General Assembly in getting this bill to my desk, as well as passing critically needed IP reform to give Missouri voters the opportunity to protect our Constitution at the ballot box.”
Earlier this year, on August 29, Governor Kehoe called a special session for lawmakers to address new congressional districts and changes to the state's initiative petition process. The legislature passed both measures on September 12: House Bill 1 includes updated congressional maps known as the Missouri First Map, while House Joint Resolution 3 introduces amendments related to protecting voters through changes in the initiative petition process.
The signing ceremony will not be open to the public. Following the event, an official press release and photographs will be made available on Governor Kehoe's Flickr page.
