Governor Kehoe announces appointees for Missouri School Funding Modernization Task Force

Governor Mike Kehoe has announced the appointments to the Missouri School Funding Modernization Task Force, which is tasked with reviewing and recommending changes to the state's K-12 school funding model. The task force was established by Executive Order 25-14 and is expected to provide a final report to the governor by December 1, 2026.

“To secure a better future for Missouri students and schools, we must rethink how we fund Missouri's foundation formula,” said Governor Kehoe. “We need a modernized funding model that rewards outcomes, encourages innovation, and ensures fairness for all Missouri students. These Task Force members bring the experience, perspective, and commitment needed to make responsible changes at business-speed. We look forward to reviewing their recommendations.”

The task force consists of 16 members representing diverse sectors including education, business, agriculture, and non-profit organizations. They will work under guiding principles promoting equal access for students, local flexibility, performance accountability, and long-term funding sustainability.

Among those appointed are Matt Davis from Eldon as a representative for small rural school district superintendents; Noah Devine from Kansas City representing charter schools; Emily LeRoy from Hermann as an additional member; James "Jim" Meats from Springfield representing the business community; Mike Podgursky from Columbia as an additional member; Donald “Don” Thalhuber from Columbia as an additional member; Michael “Jeremy” Tucker from Liberty representing large urban school district superintendents; Chris Vas from Kansas City representing non-profit organizations working on expanding school choice in Missouri; Casey Wasser from California representing the agriculture industry; and David Wood from Versailles representing teachers.

Two members of the State Board of Education will also join the task force: Kerry Casey from Chesterfield and Pamela Westbrooks-Hodge from Pasadena Hills.

Missouri Senate President Pro Tem Cindy O’Laughlin and Missouri House Speaker Jonathan Patterson have appointed Senators Rusty Black and Travis Fitzwater along with Representatives Ed Lewis and Marlene Terry to serve on the task force. Senator Black will chair the task force.

“As a former educator, I know firsthand the challenges our teachers face and the importance of ensuring that every dollar we invest in education has a meaningful impact,” said Senator Black. “I’m honored to help lead this important work as we build a funding model that supports student success in every corner of Missouri.”
