A Kansas City man has been indicted by a federal grand jury after allegedly shooting at another individual earlier this month. Clifford E. Porter, 39, faces charges in a two-count indictment for being a felon in possession of a firearm and possessing methamphetamine on July 1, 2025.

The indictment follows an incident where a detective witnessed Porter involved in an altercation with a bicyclist on Spruce Avenue in Kansas City. According to the affidavit, Porter was seen running after the cyclist, drawing a firearm from his waistband, and firing a shot.

Officers from the Kansas City Police Department were alerted immediately and apprehended Porter shortly after the shooting. During the arrest, officers found approximately 2.73 grams of methamphetamine on Porter and recovered a loaded Hi-Point 9mm pistol nearby.

Porter has previous felony convictions for possession of controlled substances and unlawful possession of firearms, as well as burglary and robbery charges. Federal law prohibits felons from possessing firearms or ammunition.

Special Assistant U.S. Attorney Jessica L. Jennings is prosecuting the case, which was investigated by the Drug Enforcement Administration and the Kansas City Police Department.

This case is part of Operation Take Back America, an initiative aimed at combating illegal immigration and violent crime through resources from various Department of Justice task forces.
