During a ceremony at the Missouri State Capitol, Governor Mike Kehoe signed two significant bills into law. The legislation, House Bills 567 and 594, is aimed at reducing taxes and supporting small businesses in Missouri.
"Conservative leadership is about keeping more money in the hands of Missouri families, and less in government coffers," stated Governor Kehoe. "Today, we are protecting the people who make Missouri work—families, job creators, and small business owners—by cutting taxes, rolling back overreach, and eliminating costly mandates."
House Bill 567 was sponsored by Representative Sherri Gallick and Senator Mike Bernskoetter. It focuses on employee compensation changes such as maintaining the state's minimum wage at $15 per hour while removing the annual Consumer Price Index adjustment. The bill also extends this wage requirement to both public and private employers. Additionally, it repeals certain paid sick leave mandates on small businesses.
House Bill 594 was introduced by Representative Chad Perkins and Senator Curtis Trent. This bill provides an income tax deduction for all capital gains reported for federal tax purposes starting January 1, 2025. It also makes changes to the Senior Citizens Property Tax "Circuit Breaker" Program by increasing benefits for eligible taxpayers effective January 1, 2026. Moreover, it exempts diapers, incontinence products, and feminine hygiene products from state and local sales taxes.
Governor Kehoe also signed six additional pro-growth bills designed to ensure a prosperous future for Missouri:
- HB 516 modifies criteria related to radioactive waste investigations.
- HB 754 changes standards for specific financial organizations.
- SB 2 adjusts provisions concerning financial statements of local governments.
- SB 3 addresses issues related to Department of Revenue fee offices.
- SB 98 alters various regulations concerning financial institutions.
- SB 221 modifies how agency interpretations of statutes are reviewed.
