Governor Kehoe signs five new bills into law impacting various sectors

Jefferson City — Governor Mike Kehoe has signed five bills into law, including Senate Bills 28 and 396, and House Bills 105, 169, and 974. The legislation aims to benefit businesses and local governments in Missouri.

"Today, we were proud to sign five bills that will benefit businesses and local governments across our state," stated Governor Kehoe. He expressed gratitude to the General Assembly for their efforts in sending quality legislation for approval. "Thank you to the men and women of the General Assembly for sending many pieces of quality legislation to my desk this session. We look forward to signing even more legislation that improves the lives of Missourians next week."

Senate Bill 28, sponsored by Senator Jason Bean and Representative Donnie Brown, introduces changes related to transportation. It includes adding retired law enforcement and judicial members to confidential motor vehicle records statutes. Additionally, it mandates payment of motor vehicle sales taxes before issuing temporary tags, applicable also to out-of-state dealer transactions. This requirement will take effect after the completion of Missouri's Department of Revenue Motor Vehicle System.

The bill also modifies specialty license plate provisions by creating a new United States Space Force military specialty license plate. Furthermore, it aligns fees required from vehicle dealers with those remitted to the Department of Revenue.

Senate Bill 396, sponsored by Senator Ben Brown and Representative Brad Banderman, allows trustees of consolidated public library districts to change fiscal year dates.

House Bill 105 authorizes conveyance of certain state properties. Sponsored by Representative Jeff Vernetti and Senator Mike Bernskoetter, it outlines property deed language for transferring Lee C. Fine Memorial Airport from Missouri's Department of Natural Resources to Osage Beach city authorities. It also conveys land tracts from former Highway Patrol Troop A Headquarters in Lee’s Summit for new intersection development.

House Bill 169 modifies cotton trailer provisions under sponsorship from Representative Donnie Brown and Senator Jason Bean. It redefines "cotton trailers," increasing maximum speed limits from 40 MPH to 70 MPH while updating hauling requirements according to modern technology.

House Bill 974 establishes insurance-related provisions concerning motor vehicles' specific uses under sponsorship from Representative Jim Murphy and Senator Sandy Crawford. It implements National Association of Insurance Commissioners model language on cybersecurity standards aimed at protecting consumer data alongside peer-to-peer driving rental services regulations.
