Governor Kehoe updates special session agenda with disaster relief and economic measures

Governor Mike Kehoe has amended his call for the One Hundred Third General Assembly's First Extraordinary Session. The new agenda includes legislation for disaster relief, property tax relief, economic development incentives, and additional budget appropriations.

The updated call follows discussions with members of the Missouri General Assembly. Governor Kehoe stated, "After productive conversations with members of the Missouri General Assembly this week, we are amending our special session call to allow for additional legislation in the areas of disaster relief, tax policy, and budget investments."

The proposed legislation will enable several actions:

1. Establishing a tax credit against an individual's income tax liability for insurance deductibles due to disasters.

2. Enhancing the Missouri Housing Trust Fund's utility by expanding eligibility and removing administrative burdens.

3. Appropriating funds to the Department of Economic Development for affordable housing activities and emergency aid.

4. Allocating money to a Disaster Relief Fund for presidentially declared disasters.

5. Providing residential real estate property tax relief for uninhabitable households due to disasters.

6. Limiting increases in property tax assessments on residential properties in 2025.

7. Funding the planning and construction of a Radioisotope Science Center at the University of Missouri Research Reactor.

8. Enacting procedures related to county money withholding and assessment modifications by the State Tax Commission.

9. Authorizing counties to impose a tax credit for increased real property taxes over five percent annually.

10. Appropriating non-General Revenue Funds as outlined in recent legislative sessions.

11. Modifying tax credits related to sporting events.

12. Establishing economic development incentives for professional sports franchise facilities.

The Governor also seeks to add an emergency clause to necessary legislation enacted during this session and address any additional matters recommended after convening.
