A Kansas City, Missouri man has been indicted by a federal grand jury on charges related to child pornography. Jeffrey Lynn Petrie, 40, faces one count of distributing child pornography over the internet in May 2024 and one count of receiving child pornography between December 9 and December 10, 2024.
The indictment supersedes a complaint initially filed on April 25, 2025. According to an affidavit supporting the criminal complaint, law enforcement officers received a Cybertip about a user named "kinkypopper69" uploading videos depicting child sexual abuse materials. Petrie was later identified as this user.
On April 24, 2025, the FBI searched Petrie's residence and seized electronic devices including a cell phone. Petrie is registered as a sex offender in Missouri due to previous convictions for second-degree child molestation.
It is important to note that the charges are accusations and not evidence of guilt. The presentation of evidence will occur at a federal trial where a jury will determine guilt or innocence.
Federal statutes authorize a prison sentence ranging from 15 to 40 years and fines up to $250,000 per count if convicted of distribution and receipt of child pornography. Sentencing will be determined by the court based on advisory guidelines following an investigation by the United States Probation Office.
Assistant U.S. Attorney Teresa A. Moore is prosecuting this case which was investigated by the Federal Bureau of Investigation and Franklin County Sheriff's Office in Missouri.
This case falls under Project Safe Childhood, an initiative launched in May 2006 by the Department of Justice aimed at combating child sexual exploitation and abuse nationwide. It brings together resources from federal, state, and local levels to apprehend individuals exploiting children while identifying and rescuing victims.
