Kansas City man receives lengthy sentence for drug distribution conspiracy

A Kansas City man has been sentenced to 30 years in federal prison for his involvement in a drug distribution conspiracy. Codi J. Monteer, 38, received the sentence from U.S. District Judge D. Greg Kays, following his guilty plea on October 8, 2024.

Monteer admitted to charges including conspiracy to distribute fentanyl, methamphetamine, heroin, and marijuana; maintaining a drug-involved premises; possession of firearms in furtherance of the drug conspiracy; and being a felon in possession of firearms.

His participation in the drug trafficking operation spanned approximately one year. During this time, he conspired with others to distribute significant quantities of drugs: at least 124 kilograms of methamphetamine, 700 grams of fentanyl (both powder and pills), and 1.58 kilograms of heroin. Monteer also possessed several firearms related to his drug activities.

In March 2021, Monteer led the Kansas Highway Patrol on a high-speed chase reaching speeds up to 145 miles per hour. The pursuit ended when two tires came off his vehicle after drugs were thrown from it during the chase.

Monteer's associates included Autumn Dicks, Ian Hazel, They Kelley, Marc Downs, and Jamison Hopson-Stephens—all previously sentenced for their roles in the conspiracy—and Davion Williams, Curtis Lewis, Daniel Anderson, and Aaron Dorsey who have pleaded guilty and are awaiting sentencing.

Assistant U.S. Attorney Ashleigh A. Ragner is prosecuting this case which was investigated by multiple agencies including the Kansas City Police Department, FBI, United States Postal Inspection Service, and Kansas State Highway Patrol.
