Governor Mike Kehoe, in his first official act as Missouri's governor, signed six executive orders to prioritize public safety and launched the Safer Missouri Initiative. The initiative was developed in collaboration with law enforcement partners across the state and marks the beginning of a comprehensive plan aimed at reducing crime, supporting law enforcement, and fostering community partnerships.

The plan includes immediate measures and further steps that require General Assembly action, which will be detailed during Governor Kehoe’s 2025 State of the State address. "By standing with the brave officers who protect us every day and implementing strategic, forward-thinking measures, we are working to make Missouri a safer place to live, work and raise a family," stated Governor Kehoe.

Joining him were Attorney General Andrew Bailey, Acting Director of the Missouri Department of Public Safety Mark James, and leaders from statewide law enforcement associations. Attorney General Bailey praised Governor Kehoe for taking swift action after being sworn into office. "Today is a bold move toward restoring law and order," he said.

Mark James highlighted that "Governor Kehoe’s actions reflect his unwavering resolve to enhance safety and security in Missouri." The executive orders provide resources for law enforcement to address crime effectively.

Among the enacted measures is Executive Order 25-02 which establishes "Operation Relentless Pursuit", focusing on intelligence-led policing to apprehend dangerous fugitives. Executive Order 25-03 introduces the Blue Shield Program recognizing local governments for their dedication to effective law enforcement.

Executive Orders 25-04 through 25-07 cover various aspects including assisting in immigration laws enforcement, collecting immigration status data within crime reporting systems, modifying patrol salary schedules, and assessing parole eligibility rules.

Additionally, Governor Kehoe established an administrative liaison between law enforcement agencies and his office to improve communication.

The executive orders are available online for public viewing.
