Raytown man pleads guilty to child pornography charges

A Raytown, Missouri man has entered a guilty plea in federal court for charges related to the production and possession of child pornography. Cecil L. Pulluaim, 54, admitted to using a minor victim to create pornographic videos on two occasions in April 2023 and was found in possession of additional child pornography on June 16, 2023.

Pulluaim confessed to using his cell phone to produce these illicit materials. During a search conducted by Raytown police officers on June 16, 2023, five explicit videos involving the minor victim were discovered on Pulluaim’s iPhone. Additionally, investigators uncovered a dozen more videos and photos that Pulluaim admitted producing.

The legal consequences under federal statutes could result in a mandatory minimum sentence of 15 years up to a maximum of 70 years in federal prison without parole for Pulluaim. The final sentence will be determined based on advisory sentencing guidelines and statutory factors after a presentence investigation is completed by the United States Probation Office.

Assistant U.S. Attorney David Luna is prosecuting the case following an investigation led by the Raytown Police Department and the U.S. Secret Service.

This case forms part of Project Safe Childhood, an initiative launched by the Department of Justice in May 2006 aimed at addressing child sexual exploitation and abuse nationwide. It involves collaboration between federal, state, and local resources to prosecute offenders and rescue victims.
