A Grandview, Missouri woman has been sentenced for filing false tax returns on behalf of others. Sandra Mondaine, aged 64, received a 33-month prison sentence without parole from U.S. District Judge Greg Kays. In addition to the prison term, Mondaine is required to pay $1,113,215.90 in restitution to the Internal Revenue Service (IRS).

Mondaine had previously pleaded guilty on November 13, 2024, to one count of aiding and abetting the preparation and filing of false tax returns. As a former IRS employee and Missouri-based return preparer, she prepared tax returns for clients within the Kansas City metropolitan area.

The court found that Mondaine acquired her clients’ tax information either in person or via mail and subsequently filed returns containing falsified data such as residential energy credits, charitable contributions, medical expenses, and dependents. She retained part of the claimed refunds before passing the remainder back to her clients. Additionally, it was revealed that she submitted altered or fake substantiation documents during IRS audits of her clients.

The IRS determined that the total tax loss from these activities amounted to $1,113,215.90.

Assistant U.S. Attorney Paul S. Becker prosecuted this case following an investigation by IRS-Criminal Investigation.
