Today, Governor Mike Kehoe signed Senate Bill 81 into law, aiming to enhance public safety measures across Missouri. “Public safety remains one of our top priorities, and with this bill, we are reinforcing that with real action,” stated Governor Kehoe. He emphasized the legislation’s role in providing tools to improve oversight, licensing, and support for law enforcement and victims of childhood abuse.

Senate Bill 81 is a comprehensive package sponsored by Senator Kurtis Gregory and Representative Tim Taylor. It includes several provisions designed to bolster public safety. Key elements include license reciprocity for spouses of law enforcement officers, extending the Line of Duty Compensation Act’s sunset to December 31, 2031, and expanding criminal background checks in response to a 2021 FBI policy change.

The bill also reauthorizes fee collections through the Missouri Emergency Response Commission to ensure preparedness for hazardous material emergencies. It modernizes fireworks regulations to align with national standards and authorizes the State Fire Marshal to oversee compliance.

Additionally, Trey’s Law stipulates that non-disclosure agreements signed after August 28, 2025, will not be enforceable in cases involving childhood sexual abuse actions. The law also broadens the list of criminal acts qualifying as childhood sexual abuse under civil law.
